Yea, agree that it's a little unfair. The old style was better - General recharged by how much he was damaged. Problem is, as you climb the ages, it is harder and harder to 5 star on regular raids (or take out all defense) which makes generals not as useful. I think maybe the developers thought this would balance the game more but it nerfs the generals completely. I am only EA (so don't know what IA is like), but it wasn't like generals were overpowered to start out with. Defensive infantry and balista towers can quickly kill a general.
