So what does increasing wonder powers by "at least" 10% suppose to mean? Can it reach 30%? 50?
Does it vary for each leader?

Not sure; I imagine it varies by wonder and stacks on top of the wonder boost. Could be a very interesting tech.

I assume they mean the bonus is increased by 10%, no stacking. So a wonder that gives +20% bonus will give +22% bonus after the research (10% of the bonus). At least that's how I interpret it.

Sorry to resurrect an old thread, but can anyone tell me whether Heritage chapter 2 further reduces the tech/unit upgrade costs provided by Notre Dame?

Yes it does. I get 11% discount on unit upgrades and library research instead of 10%.
