Library perk for 2 generals in war not working?

The library perk for 2 generals should give 2 generals in war, the highest that are available when war is starting. Now that we can see generals standing in the bases again and the 3rd general is introduced, I sometimes see 3 genrals and mostly 1. I never see 2 generals, and not on my own base either. Do we have a new bug with two generals? Do we get only 1 or 3 atm?

The number of generals displayed when scouting and in war is very buggy. When I looked at an alliance member's base, it showed 3, but when he looked at it himself it showed only 1. Similarly, mine showed only 1 to me, but others saw 2, but I have 3rd general unlocked.

On planning day, an enemy war base showed 2 generals, but when the war began it only had 1 showing, and only 1 came out when attacked.

So something majorly wrong with generals now.
