Mercenaries can’t be deployed in war

I just attacked twice in war, both times I had no option in my troop list to deploy my mercenary troops. They did deploy both times somehow but I have no idea what troop being deployed caused them to deploy. I do have a elephant stable deployed, I had 3 TD and 1EA for my mercs, also my troop list at the bottom scrolled forever to the right with empty slots.

Not just in war also in MP, no troop option to deploy mercenaries

Actually after looking more, I have no troops in my stronghold, the mercs are not showing as the traditional icon with the flag, they are instead showing as a Bundeswehr army troop.

Merc icon was not displayed on toolbar, but when I deployed alliance gate troops I got mercs instead. Then I was able to deploy alliance troops.
