moctezuma "coalition power" bug

when you get a level of 'coalition power' and you look at other players' coalitions in ww ...
it applies the bonus even if that player does not have the university perk.

it's likely just a display bug, but needs to be fixed for clear player evaluation.

That is more, we see so much different figures and it began with the Server crash. And no answer from the support
