Reduce Build Time For Supply Trucks

A rebuild time of 15 mins for a Supply Truck is much to long considering that a Tactical Helicopter's rebuild time is only 13 mins. A Tactical Helicopter is much more valuable and should have a higher rebuild time than Supply Trucks, as they both health but a Tactical Helicopter 5 times more HPs and can easily fly over walls.

Lowering the rebuild time for Supply Trucks down to 8 mins, or at most 10 mins, would bring much more balance.

Don't give them ideas, or they'll change Tactical Helicopter rebuild time to 1 hour.

THs are also much more difficult to obtain than supply carts. Getting a factory to level 7 requires a lot of oil. I don't see why they shouldn't have an added benefit of slightly shorter training times than supply carts.
