ok so we already know it doesn't change the current situation of using troop cards in offense since 4 cards is already more than what u need to achieve a non-skilled 5 star victories (thank you for pretending to listen to players feedback)
so what about defense? it's a tanky mortar, about the same damage with much more hp, plus the ability to release troop cards on defense, which is instant for the first card as stated before, so that's a -1 of ur precious sabotages folks and i still don't know if it shows whether or not the stronghold is containing defensive cards so we take the decision to sabotage before releasing troops
or else u have to take the risk and wait for the first wave to deploy then sabotage for next waves which is not practical
it's a matter of time before we can judge it's defensive role but from what i see, we asked to remove troop cards from gameplay (at least in wars) and instead the just added more use of it (i knew they won't stop the cash flow coming from it)
