All tactics should just have their power reduced by some 40-60% power, 1or2 spaces ( betrayal, sabotage, protect stays 2), time to train reduced significantly and have 14 available tactics (+3 for Korean) total. Demolition would require 3-4 demos (depending on univ research) to take out tower, anti-tank, mortar, redoubt, and anti-air. 7-8 demos to take out silo, castle, stronghold, and forbidden city. Decoys would be 20k hp and 8 sec.
Management of tactics in full assault would be much more skill based. Training times could be 15-20 minutes per tactic without blessing ( 8 min with blessing). People would be more likely to use tactics in Multi.
