So I have noticed that some things...such as rocks with gold in them as well as the fruit trees...gold mines...and the animals all have a plus to technology bonus stat...what is that? I thought maybe it reduced research time at the library but it doesn't affect that.

It refers to the bonus you get from them, that you upgraded from the library.
For example, Pottery Level 1, give you an extra 5% resources collected from mines, trees, etc.
That technology bonus, shown on the trees and mines, is the that 5% you researched at the library.
