Troop tactics level 1?

War tactics should be at (at least) their current researched level. What’s the point of getting a very weak level 1 barrage, for example, when I can make my own level 5 barrage?

when you actually claim it, it will be your current level

I can't find the war academy + tactics topic I want to search. Is it true we can't claim war tactics from inventory during war academy upgrade anymore? It used to work before. Then my Ally said we couldn't anymore.
