War Coalitions disappearing

Twice I loaded my war coalitions ( Americans,,Ethiopians) in the embassy. The second time I reloaded them again thinking I forgot the first time..They are gone again 52 mins before the WW starts. I used 40 NTGs ...all gone..Now I don’t have enough to load the 3rd time..WTF..is going on...
