in a lot of wars i see people on the other alliance that are about level 300-400 drone age bases attacking me and others that are over 100 levels below them. There should be a restriction that you cannot attack someone too many levels below you.

What if you're the last star left that the other side needs to win. Will that mean they have to lose cuase they only have higher level members left with an attack left?

Yes, this is one of the many flaws to my idea, but this should be an exception.
