Not incapable at all. With the nerf to mortar damage in the last update, my shooters tend to survive longer and still have consistent damage output.
Global age, I use:
4 Fighters
3 Heavy Infantry
15 Shooters
3 Tanks
3 Supply Vehicles
5 Artillery
2 Machine Guns
5 Bazookas
War tactics are 1 protect, 1 sabotage, and 3 decoy.
I find this chews up defenders pretty well. The new Bazooka buff helps clear tank waves in a BIG way, and the machine guns are excellent for decimating those scary large hordes of defenders. They obliterate infantry with their splash damage, and severely slow down tanks and other high-HP threats.
Decoy is also very useful. If I find myself overwhelmed, I just drop one near the combat outside of the walls. The attackers all run over and bunch up in the open, where they are easily killed by the fighters.
Defending troops already died quite fast, so although this update did double HP of a lot of units, they still disappear very quickly. Some I have noticed are not even *really* twice as hardy. Defending heavy infantry, for instance are killed in 3 shots by my shooters instead of 2. Not a big deal.
Heavy tanks are scary but planes still eat them alive.
Honestly, the only change I've made in my lineup is that I dropped 3 heavy infantry for an additional machine gun.
Quick Edit: For Industrial age like you asked, you couldn't have the 5 Bazookas. I would replace them with 5 machine guns and 10 additional shooters.
