How about add mixed of wheel of fortune and mission facility, we can use fixed place such as alliance gate or embassy. Active if there is mission.
If we success completing the mission, the wheel of fortune will give prize depend of how much resources, gold, food or oil that we gamble/invest on it.
sometime you win and sometime you loss.
prize can be resources, mercenaries, gold, food or oil, special troops, collection, research completion, unlock special research, and even crowns.

I think we have enough lottery items already - gold mines, fruit trees and league boat and whether the game will crash or not half way through a battle.
