Why do the Animals still need more than 1 Citizen to hunt?

Considering starting at GPA, they get shot once and die, why do we still need 6 citizens to down a Bear?

I'm an animal rights activist. I agree with this current set, I even think bears should need 10 people to hunt, so people would think twice to hunt them and find other ways to get the fur.

You mean like the ones that kill thousands of pit bulls? Are those the only animals that require 1 Citizen to hunt?

Because in modern civilization they join a union and that means 2 people are standing around watching and one person works

I have alternative answer actually. In stone age people clear forest to get more room so they were in a hurry.
These days people clear forests to make money, the longer they work in that project, the more their investors have to pay 😄
