After getting an extra house the armory is the first building I upgrade. Next barracks, library and mills and markets when needed. First armory upgrades are my preferred troops.I only upgrade generals when I have spare food/oil. I hardly ever use mercaneries or generals; only during world war.

Maximum efficiency means advancing your civ as fast as possible, I stopped caring for medals a long time ago. It doesn't mean you have to play less, though that is something that automatically will happen once you reach late industrial/global.

The next event should cut upgrade times for resource buildings in half. That would mean an enormous boost to the Dominations economy. As it is now many players (wrongly) believe upgrading resource buildings isn't worth it.

I was going to crown the last 75k of oil for my airport upgrade yesterday but didn't get around to it. Same happened to me the last time we had a similar event. I'm a happy camper.
