Currently, the oil rewards from war just doesn't pay for a typical attack. Let's look at a common attack result from a Global Age player:
For war, the attacker will need to train 3 generals. Let's say they have generals all around level 20. To train the second general costs about 500 oil. The third general is 1000 oil, for 1500 oil just for training generals, win or lose.
Now lets say the player attacks using a few heavy tanks and air power. Lets say the player loses 2 planes and 1 heavy tank (but saves the rest). That's 2000 oil to retrain.
So a typical GA war attack will cost 3500 oil to train generals and to retrain troops lost. In the worst case, the player loses 4 planes and 2 HT (about 4500 oil), best case is no losses, just the 1500 from general training.
Thus per war attack, a GA player spends between 1500 and 6000+ oil (depending on composition), with an average around 3500.
Typical war rewards only gives you 2500 oil per attack, and you only get that if your alliance actually wins the war! As is, the typical attack doesn't pay for itself. Most top alliances will have a stalemate, resulting in only 2500 oil to the war in total, which pays for less than 1 attack. It's not sufficient.
Increase max war oil rewards by 40% so that the player can at least recover the average oil spent per attack (3500 oil).
