Two different issues Iceman, see squirrel post. Sandbagging is to trick the system to rate a strong alliance lower. The result would be a war will both rated the same in glory points, but one clearly way better. When you are a 90 to 1 underdog, the rating system is predicting that you have no chance, but is matching you anyway. And I do find that glory points are a good predictor of alliance strength, and war results.
