Embassy Levels

How many coalitions does the level 4 embassy allow you to have? Is it 4 coalition capacity? Can someone please confirm? TIA

I have lvl 4 and can have 3, upgrading the Embassy to lvl 5 adds just the Russian Coalition, not an additional coalition space.

I see. In that case is it a bug that I see an ally in my alliance having 4 coalitions? I know they don't have a level 6 Embassy. I hear that there's a bug that the coalitions don't display correctly.
