I noticed this a while ago, but wanted to confirm it. The first fighter deployed is the one, out of previously deployed fighters, with the most health. This is important if you want your fighters to survive from one battle to the next. Here is an example.
You send in 3 fighters, and the first one gets hit by a SAM and takes 80% damage. the other 2 take 10% damage. If you send one fighter in again, it will be one the fighters with 10% damage. If you send in 2, it will be the 2 with 10% damage. If you send in 3, it will be the 3 that have been previously deployed. Your 4th fighter will not be deployed unless you have 4 in the air at the same time. Or 3 if one of the others is destroyed.
So how should you use your fighters given the above? If you decide to use planes at all, you should send in all 4 at the beginning. Watch their health as they return, and then only send in as many as have good remaining health. At the end of the battle, when all the buildings that can damage planes are gone, you can use the heavily damaged fighters again for clean up.
