i've played german most of the time and have switched to french. the difference is pretty clear... going from the most mentally burdensome to most relaxed.
the 'fury' management as german is a significant burden. i got used to it, but when i changed to french it's absence made the game much more relaxed. i never have to consider when fury on/off, or sniping a base to get it back.
imo, the game would not suffer by making it 'always on' ... careful german players attack with it anyway; it would only remove a purposeless gimmick.
if german nation is 'balanced' against others by having it toggle on/off, it is qualitative only. quantitatively as in WW every german attacks with it on.
optically, a global 15% damage bonus is maybe the best.
like the romans it's flexible and arguably DPS is the most important thing which is why i tried germans first.
i think it was intended to give the germans distinctiveness .. a unique property ... but i think it contributes nothing to the game.
afterthought:
perhaps drop it to 10% but remove the toggle?
i think a flat 15% bonus would be best, but i'd rather take 10 than have it flip on and off....
