Begin to include building community elements in cities, with the results of increasing hitpoints of troops and increase healing. Saunas, Meditations Centers, Spiritual Centers, Hospitals, Recreation Centers, Cultural Centers.

I know you sorted have these in there, but there should be more about creating peace and wellbeing for your people (that has positive military effects, too).
