Here's much better idea than increasing tactic space cost

Increase troop tactics space cost for troops like howizters, attack helicopter, elephant archers, apc, etc etc to 2 (Maybe even 3 for some of them) while keeping all other crappy troop tactics as 1. I was never able to 5 star a fully developed base above my age with normal tactics but extra 4 troop tactics allowed me to easily 5 star a fully developed base above my age almost every time I've done it.

They need to fix sandbagging first because that seems to be everyone's concern at the moment.
