I have not seen yet any of these discounts posted by TinSoldier . I don't know if the list starts in 29/7 or today.If these discounts starts in 29/7, dont know why they say the industrial discounts starts today.

Lordzeus discounts are for building the level 1 bunker, and upgrading level 1 bunker to level 2, not level 2 to level 3
