Does anyone know the difference between the perks

• Looted Resource Refund
• All Resources Looted

i have an artifact with both

Looted resources refund gives you back resources that were stolen by an attack on you.

All resources looted gives you bonus resources when you attack others.

Yup I tested and oil is included in All Resources Looted.
