Not that I would mind if it stayed that way, but it is new to me:
In the past a production facility that was under construction could not be used for training troops. Also in case of using retrain, it did not join working on the the production line.
Currently although I do have air field and factory under upgrade, I can retrain troops in both buildings, but I can't select them and manually train troops there.
EIther way, that is somehow inconsistent.
I would not mind if those buildings could be used to train troops although they are in upgrade. That way people would not have to opt out of wars that much. But in that case also the regular option for training should be available.
