Stealing resources without a single troop

Is it just me but doesn´t it seem odd that you can use only explosives or pillage to steal resources? I mean if you use explosives on a refinery would it really give you oil or would it go up in smoke?
My suggestion is that you change the game so that resources can only be stolen by actually putting some troops on enemy soil.

Lol, it's like how mortars only kill the enemy and not garrison troops when they shoot into crowds of both sides.

But serious, how can you defend against someone using only 4-6 explosives to blow up your refinery? You should at least have to use some troops to steal resources. I think the game would benefit from that. After the tactics blessing was introduced those kind of attacks have been more common. At least in my experience.

Honestly who would use 4-6 explosives to take down a refinery. Seems like a waste of tactics.
