Timed quest problem

My merc camp is upgrading and two of my timed quests are hire merc quests. I wouldn't mind if the quests popped out before I started to upgrade. What's the point if you throw down quests that is impossible to complete? There should be either
A: Way to forfeit X number of quests each day
B:Not trigger quests that cannot be completed. E.G: No hire merc quests triggered while your merc camp is being upgraded, no blessings quests while temple is being upgraded, etc, etc
