Victory Chest - Remove Cooldown

Since the upgrades are so long, there is nothing much to do between upgrades, and therefore no incentive to log on. Remove the cooldown on the victory chest so that players who wage multiplayer battles often get incentivized to play. If you want to balance this, then perhaps going up to 20-25 stars might be a fair price.
