A guy upgrading all buildings at the same time!!!

Today, I encountered this guy at the multiplayer games. Look at his layout. Upgrading almost all buldings at the same time. Can anybody explain this? This kind of things are uncanny.

Another one today(April/04/2019). Nothing has changed after several months. :/ I am wondering, isn't it easy for fraud-catching pals, to execute a command to filter players that are upgrading more than 20 buildings at the same time. I am saying 20 beacuse, according to my understanding, the max. population that can be achieved legitimately in the game is 20. Therefore, legitimately, one can upgrade 20 buildings at most. More than that number should be something problematic.

To see these type of things unsolved, I think, lowers the fairness in the game and diminish my motivation to play.

21 citizens at the same time is the maximum.

~ 16 from the maximum 8 houses
~ +1 from Chinese nation bonus
~ +1 from Atomic wonder Sydney Opera House
~ and finally +3 from the purchasable Estate.

And yeah, many things that seem easy to fix in this game appears to take (literally) years to fix...

Yesterday(April04/2019), another encounter :/

Most of the players that I have encountered were not belong to an alliance. Is the problem partially solved for alliance-member-players? What do you think?
