i'd like some clarification as well but 'donation cap' sounds like it's the number of units you can donate, not the alliance gate capacity. still, the 2nd level (legal contributions and legal costs) is worth upgrading as this will make your progress faster in the long run.

The answer "we are updating the text in our next release to better explain this. “The Allied Forces Law in the “Ally Relations” branch increases the Alliance Gate donated troop capacity and not the amount of Troops each member can donate.” is as clear as it can be. Why people keep doubting this?

In case there was still any doubt; Allied Forces DOES increase the alliance gate size (on offense, not defense). Also, it requires Oil to research. 
The offense versus defense thing is either intentional or not, who's to say, but since the alliance perk level 3 bug (+3 space for offense not defense) has been around a year or so, one could assume this is how it'll be forever.

I only see Nexon Contradicting itself. I cannot understand that you do not see that too. That is as clear as it can be, the only objective conclusion.

pfff you are also contradicting the person that posted right after me in page 2 that have researched the Law in question.
If you take my answer personally then you are just wasting my time and don't understand that forums are made for knowledge sharing. No I am not important for Nexon cause I am a mere VIP level 2. Obviously they don't care about me.
Nexon contradicted herself indeed BUT they also said <we are updating the text in our next release to better explain this.> which gives a satisfactory answer to our inquiries.
