Building stacker

I have been reporting the following person weekly for the past 3 weeks. still nothing has changed.
He is still stacking hi cannon towers and redoubts under his towncentre.

Stacking is getting out of control, I found one Alliance, Paraguay Elite, with 5 out of 14 members with stacked buildings, all of them hiding their Oil Storage.
