I don't understand why they just don't weight wars like:
Top 25%=40%, 2nd quartile=30%, 3rd quartile=20%, 4th quartile=10%.
Obviously something would have to be worked out with remainders, and it's not completely perfect, but far better than what he have now. It would take roughly 4 sand bags to lower the average age that one does now.
Weighting every base evenly, but allowing for two attacks yet only requiring a base's destruction once leads to the abuse we have now.
I also think providing an options checklist before wars such as allowing card armies, a minimum/maximum age or level, etc. would help too.
Also, allow forfeits. If someone has the odds so heavily tilted in their favor is there really a need to wait 48 hours everytime? Just allow 'the baggers their precious glory they worked so 'hard' for and let everyone move on.
Perhaps consider half-wars. One attack, 12 hours planning, 12 hours attack phase. Not as a replacement of what he currently have, but as another option.
