I tend to think that its the league rewards that create all of the frustration about getting raided. If rewards were proper, everybody would settle into their proper medal range, and would be more properly dispersed among the medal rankings. As it is now, because low to medium medal leagues rewards are poor, it is preferable to farm the low medal range where more loot is available. So everybody stays at the bottom and the player distribution is positively skewed.
Also, since players would be more evenly distributed, there should be less 1/-39 grief as you should find more opponents with more medals available.
