Starter Pack 3's workers.. from DA?

I just noticed Starter Pack 3 available in store. Wonder if anyone can confirm that SP3 just gives Digital Age's extra house in advance... similar to how SP1 gave IA, and SP2 gave AA houses.
The text always just says "gain 2 extra citizens," never explains that it's just a future house in advance.

It’s the extra DA house in advance if you’re not DA.
But what does it matter if it’s a house ‘in advance’? You get 2 extra citizens now and get to use them now.

"in advance" just meaning "before" you are Digital. Like "can I get paid in advance" meaning "can I get paid before [my actual pay date or I finish the job]".

Really just clarifying it's the same house as Digital. Because the in-game description just says "2 extra workers!"
